Counselor Education at Penn State consists of two graduate programs within the College of Education offering professional preparation at the master's degree level for qualified persons wishing to become elementary school counselors, secondary school counselors, rehabilitation counselors and at the doctoral level for professionals whose goal is to become counselor educators or to become leaders in a counseling specialty area such as school counseling or rehabilitation counseling.

International Student Requirements:International applicants whose first language is not English or who have not received a baccalaureate or master’s degree from an institution in which the language of instruction is English must submit a TOEFL score of 550 (paper test), a score of 213 (computer-based test), a total score of 80 with a 20 on the speaking section (internet-based test), or a minimum composite score of 6.5 on the IELTS.
