Doctor of Philosophy (Ph.D.) in Urban Education Policy
Program Description:
The Ph.D. program curriculum reflects Rossier’s urban mission and vision. Areas of concentration include K-12 policy and practice, higher education policy and administration, educational psychology and teacher education. Courses incorporate both quantitative and qualitative methodology and provide core knowledge of urban education policy. Students gain an integrated understanding of global education issues from intellectual encounters on campus and opportunities to participate in study throughout the Asia Pacific rim.
The Ph.D. is a four year, 63-unit program. The curriculum is divided as follows:
• Core Block (4 courses - 16 units) introduces perspectives and analytical approaches that inform our understanding of urban educational issues.
• Concentration Block (5 courses -15 units) provides students the opportunity to explore educational topics in depth.
• Research Block (5 courses - 15 units) equips students with tools to pursue systematic, programmatic and empirical investigation.
• Cognate Block (3 courses - 12 units) reflects an interdisciplinary perspective on educational issues.
• Dissertation Block (3 courses - 5 units) prepares students for their dissertation research and continues through the writing and defense of the dissertation.

Eligibility Requirements:
We seek both personal and disciplinary diversity in our student body, and do not require an academic background in education. The ideal candidate combines well developed written and verbal communication skills, with strong quantitative proficiency. It is preferable that applicants hold a Master’s degree and demonstrate research interests that are compatible with the Rossier School's focus on urban education.
All students admitted into the program, who remain in good academic standing, receive financial assistance for four years. This support includes the tuition coverage for all required coursework, a health benefit package, and an annual travel award for participation in academic conferences. Students will also have opportunities to work as research and teaching assistants and will be nominated for additional scholarships and fellowships awarded by the Rossier School of Education and the University.
