McNair Postbaccalaureate Achievement Program was authorized by Congress in 1986 to honor the late African American astronaut Dr. Ronald E. McNair. It is designed to increase the number of low-income underrepresented students pursuing doctoral degrees and to increase the number of faculty from underrepresented, low-income backgrounds teaching in colleges and universities. The Howard University Ronald E.
